Over the past 9 months, more than 30 criminal cases have been opened due to accidents involving teenagers. The prosecutor’s office and law enforcement agencies are stepping up raids and will hold parents accountable for purchasing motor vehicles for their children.
Alarming statistics on teenage traffic injuries have forced law enforcement agencies and relevant regional services to take immediate action. Since the beginning of 2026, five minors have lost their lives in traffic accidents on the roads of Zakarpattia Oblast. All of the children who died were riding unregistered motorcycles without driver’s licenses or sufficient riding skills.
This was reported by the Transcarpathian Regional Prosecutor’s Office.
Statistics on Accidents Involving Teenagers
The situation on the region’s roads has reached a critical point:
- in the first 9 months of 2026, 31 criminal cases were opened regarding traffic accidents involving underage drivers;
- in another 11 criminal cases, investigators are determining the circumstances under which adults allowed children to drive vehicles without the proper license.
Due to the frequent accidents, the Transcarpathian Regional Prosecutor’s Office held an urgent joint meeting of the interagency working group. Representatives of the National Police, the Department of Education, child welfare services, and road infrastructure specialists participated in the discussion.
Comprehensive raids and enhanced monitoring
Members of the interagency group developed a joint action plan to prevent teen fatalities on the roads:
- Targeted preventive raids: patrol officers will step up patrols in rural areas, small towns, and areas with a high concentration of traffic accidents, identifying minors riding scooters, pit bikes, and motorcycles;
- Supervision near schools: regular traffic checks near educational institutions;
- Educational and awareness campaigns: conducting interactive road safety lessons for students and mandatory meetings with parents before the start of school breaks.
Parental Responsibility: From Fines to Actual Imprisonment
Investigators are paying particular attention to adults who buy vehicles for their children or turn a blind eye to dangerous rides.
In every case of a traffic accident or the apprehension of a minor driver, law enforcement will determine:
- Who purchased the vehicle or gave the child the keys to a motorcycle or car.
- Whether the parents (or guardians) were aware of the systematic driving without a driver’s license.
The prosecutor’s office sternly reminds the public: handing over the wheel or allowing minors to drive entails not only administrative liability (for failure to fulfill parental duties and traffic violations) but also direct criminal liability under Article 287 of the Criminal Code of Ukraine (allowing a person without a driver’s license to operate a vehicle), if this resulted in serious bodily injury or death.
